Registry errors causing BSOD, where can i find a bootable utility?

I am getting a BSOD on bootup and i’m looking for a windows bootable utitity so i can repair the registry. This is a work computer with no built-in repair / diag partition. The drive was also previously encrypted. I have decrypted drive for repair.

ERROR:
STOP: c0000218 {Registry File Failure}
The registry cannoat load the hive (file):
\SytemRoot\System32\Config\SECURITY
or its log or alternate.
It is corrup, absent or not writable.
I am unable to boot up windows in any safe mode option.

    Here I am! Are you able to log on safe mode? If so hit start/run and type msconfig. On the startup tab uncheck anything but your security.Chances are you deleted something without going to control panel or you got rid of a virus and still has registry entries

    If it were me i would just copy and paste the file security from a good computer into the system32 folder of the bad one. That should fix the problem.

    There is a security.dll in the pc im on at the moment so you should be able to find one on any pc.

    try the ultimate boot cd

    it will allow you to boot from the disk and repair from within
