How do you go about swapping reg. nos. from a car which will never get back on the road to one being restored?
I have a 1957 Beetle on a slow restoration and have found a 1959 model which is beyond repair (hence not Mot’able). I would like to swap the 1959 plate onto the 1957 car.
Can I a) swap it if the donor car is a younger one AND b) If the donor car doesn’t have an Mot – is it possible?

Nope, out on two counts, both of which you have already identified…. I think there is a short period of grace beyond the lapsed MOT (can;t remember if is 3 or 6 months) so it may depend when the last MOT of the donor expired, but you couldn;t put it onto an older car anyway…

sorry, the doner number as to come from road legal vehicle, and dvla want to see the vehicle at there offices to verify the details, so unless your prepared to legalise the car then you have no option but to loose the plate…
